Existing Taxi Legislation
Taxi services in Northern Ireland are regulated under the Road Traffic (Northern Ireland) Order 1981. This legislation makes D O E responsible for the licensing of taxi drivers and the licensing of public service vehicles, which includes taxis licensed for public hire or private hire. D V T A is responsible for vehicle testing, and, together with the PSNI, for taxi regulation enforcement. D V L N I issues taxi drivers’ licences, taxi vehicle licences, and plates.
Belfast Public Hire taxis are subject also to the 1951 County Borough of Belfast By-Laws relating to Motor Hackney Carriages (Taxi Cabs).
