Review of the Road Safety Council

The Road Safety Council is a voluntary organisation which, in the past, was funded by the Department. The role of the RSC was to enhance the work of the Department by promoting voluntary road safety activity through events and competitions, organised by local committees.
The Department regularly reviews the activities of the Council and its Committees. The most recent reviews in 1997 and 2002 were conducted by the British Institute of Traffic Education Research (BITER).  The current review, a copy of which is attached, is the most comprehensive independent evaluation of the RSC to date and was carried out by PA Consulting Group.
As a result of the findings of the report, which were highly critical of the RSC, the then Minister of the Environment, Sammy Wilson MP MLA, withdrew core funding from the organisation and redirected financial assistance directly to the front line activities of local committees.  The decision, which is an interim measure, as the Department reviews its method of engagement with the wider voluntary and community sector on road safety issues, was implemented on 1 April 2009.
