Legislation in Northern Ireland takes two main forms – primary and subordinate.

The Road Safety Primary Legislation programme is prioritised in accordance with policy and Ministerial requirements and in conjunction with the Office of the Legislative Counsel.

The Road Safety Subordinate Legislation programme is prioritised in accordance with policy and Ministerial requirements.

Approval Notices and Special Orders
Approval Notices approve the equipment used by the PSNI for speed detection and preliminary or “roadside” breath testing. Vehicle Special Orders allow the use of vehicles that do not comply with the provisions of Construction and Use legislation.
