Answer 1 In a new regulation that came into force on 1 February 2004, it is a specific offence to use a hand-held phone, or similar device, when driving. The penalty is a £30 fixed penalty or up to £1,000 on conviction in court (£2,500 for drivers of goods vehicles, buses or coaches). Drivers still risk prosecution (for failure to have proper control) if they use hands-free phones when driving. Questions and Answers.
Answer2 RSD is Road Safety Division, a Division within the Department of the Environment. It is responsible for
  • promoting road safety;
  • training and educating road users;
  • producing the Highway Code;
  • producing policy and legislation; and,
  • monitoring the performance of Driver and Vehicle Licensing Northern Ireland (DVLNI) and Driver and Vehicle Testing Agency (DVTA).
Our Mission is to contribute to reducing the number of people killed and seriously injured on Northern Ireland’s roads and to contribute to reducing vehicle crime by promoting positive changes in road user attitudes and behaviour, developing, managing and coordinating effective road safety policies and strategies, and ensuring proper regulation of drivers, vehicles and transport operators.

Answer4 The Northern Ireland Road Safety Strategy 2002 – 2012 sets challenging long-term targets to reduce deaths and serious injuries on our roads and identifies the specific action measures planned by the statutory Departments and agencies to meet these targets.
