School Bus Transport - Exceptional Use of '3 for 2' and Standing Capacity


From September 2007 the practice of three children sharing a two person seat (known as '3 for 2') will end and from April 2009 no standing will be permitted on school services.  It will, however, still be possible to make use of the '3 for 2' and standing capacity, but only in exceptional circumstances.  
The Guidelines below set out the circumstances in which '3 for 2' and standing capacity may be used and the associated recording, reporting and monitoring arrangements.  A list of Translink school services has also been provided to help identify which buses are formally classified as 'school' services.
If you wish to report an incident of '3 for 2' use please contact the appropriate Education and Library Board (ELB) Transport Officer (for ELB and private operator buses) or Translink District Manager (for Translink buses). Full contact details are given in Annex D of the Guidelines.
